CD / DVD cannot be formatted. Dont waste yout time just buy some new ones.

Normally when u restore, formatting is being done at a certain step. Therefore no need to worry as the OS is included in the recovery. However if it's exactly how u r stating, therefore buy an external 2.5" HDD casing,insert ur HDD in it, plug it to the USB of any computer or laptop & get it formatted.
