I own a dell optiplex gx520 and need to install windows xp. But whenever i try to install from a usb flash drive, i get the blue screen error just right after i press to boot from it. And then i again try to boot from cd, well everything worked during the basic stages but to reboot to the last stage in order to complete the whole setup process is a problem. The boot screen loads and happen to stop. And that's it! it freezes. Please i need help!

This error means the operating system on the hard disk couldn't load due to possible faulty hard drive or disk controller. The fault could also mean the hard drive needs reseating to make proper connection. Reseat the hard drive and if you still get this error, then you need to determine if the disk controller is faulty.
To do this, remove the hard drive and connect it to an USB hard drive adapter and plug it into a working computer's USB port. If this computer see this hard drive as an external drive and you can also see the contents of the drive, then the hard drive is OK and the fault is a faulty disk controller. If the computer cannot detect the hard drive then the hard drive is faulty.
Then get a new hard drive insert it into youe laptop and install Windows to get your laptop operatioal.

During startup, just before the Windows splash screen appears, you should be able to hit the F8 key for a list of startup options. It looks from your post as if you know how to do this.
One of those choices should be to disable automatic restart on system failure. (or words very similar to that.) Use this choice to get into safe mode if you can, or into regualar windows.
Once there, go to the system restore feature and restore to a date when everything worked.
This error message is a message pointing to a piece of software (as opposed to hardware, as so many of these messages are).
The next best fix is to reinstall the OS from the ground up. this may be a major hassle, depending on the data you have on that hard drive.

Obviously you need an XP CD--see if you can borrow one from someone.
If you can, start the computer, press F12 to get the boot menu, and
when it starts from the CD wait until you are prompted to choose an
option. Choose R to repair and follow the prompts to get to the C:\
prompt. Type chkdsk /r to repair the file system. If that works, you
should be good to go.

I woud contact Gateway and ask. It can be many problems. Did you have this laptop every working before or did you just buy it used. The HD may be locked.
