Go to Start > Control Panel > Windows Firewall> Exceptions> Click on add port. Call it port 80. In port number type in 80. Then click on OK. Then close all the windows.
Basically on the computer that is running apache (Server), YouTube is unblocking the port called 80. On some systems mainly XP home we found that port 80 was always blocked. Even though localhost worked, computers connecting to it would get an connection error. Also, if you have a 3rd party firewall, you have to unblock YouTube.
