Unplug and remove motor cover. Try moving the motor and small belt. Tighten belt a bit. Plug in and Push start. If it fails to start check the carbon brushes of motor for wear/ replace. Try all same again. If it fails to start motor could be burned out.
Your problem is your motor controller is blown out. This happens when you don't replace your walking belt routinely. You'll need a new belt and a new controller. Depending on the model of treadmill you have the parts could range between $250-$400.
Check the drive belt. It may be loose or broken. If the belt is loose, then to tighten the drive belt,
start by removing the front cover. loosen the bolts around the motor
then tighten the drive belt by tightening the motor adjuster bolt. Once
the drive belt is tight, tighten the motor back down.
