The problem lies with a resistor on board the power circuitry. Buy a multimeter and check the power supply part checking each resistor. The part where the meter doesn't fly, means that resistor is burnt. Change with same rating and check the display.
Open it up ands adjust the flyback... the tube thats runs to the top of the CRT, follow it down until u get to the flyback, you will see 2 or three adustment, one is focus and the other is G2(Brightness) play with it sllowly and you will see it getting brighter,
This usually means the monitor is approaching the end of its useful life. Time to get a new monitor.
