It thinks you aren't sitting on the seat.
There are 2 wires and a switch under the seat. The plug may have come off, the connections might be bad, or the switch might be bad.

What is the Function of the pto control

It is to supply power the electric clutch that drives the mower deck.
If not functioning then the switch, PTO clutch, or wiring is not working properly. Note on some ZTRs when both handles are in reverse then electric clutch is disengage for safety.

Only starts if mower lever engaged (without drive belt)

Sounds very strange but i would guess either a micro switch or one of the relays behind the dash.

Disengage mulch drive

Have you looked beneath the deck with someone engaging or disengaging the blade lever? Get underneath and observe how the belt travels from the engine pulley back, and follow it in the loop it travels to see how it works with the lever engaged and disengaged.

X595 john deere pto wont kick in

These John Deere Garden Tractors have a RIO (Reverse Implement Option) on the PTO. If your PTO is engaged and you back up, the PTO will automatically stop. To reset it, depress your PTO engagement switch to the OFF position. Take your foot off the reverse pedal. Pull up on the PTO engagement switch. The PTO should restart. To use the RIO feature, pull up on the PTO switch for a second or two just before you step on the reverse hydrostatic pedal. The yellow RIO indicator light should come on your dashboard and you can now back up with the PTO still running. Works great for snow blowing when I don't want to keep resetting my electric PTO clutch to keep restarting my snow blower.

If your PTO will not restart, you may have a PTO switch starting to fail, or a likely logic problem in your electric PTO control module, or one of your forward/reverse indicator switches, which is linked to your PTO control module along with the overtemp circuit, is stuck/faulty.

Mowerdeck will not engage...

I own a similiar John Deere model (L130, 23HP with a 48" deck). I would check the electric clutch (called a PTO). To do this check the wires to this clutch and look for something disconnected. These wires (to this PTO clutch) should have twelve volts with the key on and the blades engaged.

Not sure, but i think the electronic clutch is not engaging when i push the control levers forward or backwards. the engine and the mower deck both run, but the mower will not move

The electric clutch is to power the blades/mower deck. There is a belt that drives the hydrostatic pumps to power the wheels. Make sure the Parking brake is OFF. Could be a belt, spring, idler pulley.
