IMO Seriously for $119 it's not worth it.
However, it does sound like a capacitor problem
If you are "Serious" about fixing I'd find a TV repair Forum.

T con board is responsible for the image you see on screen as well as any anomalies.

set uses two boards to drive the picture, one for top and other for bottom half---sounds like one is bad in this set.

go back to the store ! you have warranty !

With seeing the picture it will be hard fro me to tell what..I am going to guess according to the information you've provided.
It could a buffer or a signal board(s). This TV is only 4 Months old I would call LG and file a warranty claim. LG (800) 243-0000
