You can try press F8 key when computer start (few times in interval of one second) and going to Windows Safe mode with networking. Yes, you may remove all the security threats in the Computer by restoring it to the Factory settings.

But, restoring the Computer to the Factory settings will also delete the Data in the Hard Drive.
