Kohler command cv15s starter sping in the opposite direction???

The most likely answer here is that the wiring to the actual starter motor is wired the wrong way around. Check all of the wiring and the connectors to the starter motor are fitted correctly. On some electric motors if you swap the wires to the main terminals the motor will spin in the opposite direction.

If you had it apart and know your brushes are good, you could just order the part specified, but if I was you I would get the part and the brush kit. The brush wire actually has an eye fitting that bolts to the cap. You might have a pinched wire or, the wires might be brittle and when you go to remove the brushes, could break apart.
For your parts, google the number along with Kohler and see if you cant get it cheaper from somewhere else. In my experience, Sears is only comparable if they stock it in store and you live near by.

2. It is a rare condition, however if the lift moves in the opposite direction commanded, replace the lower PCA.

Are you sure the anti fire solinod in the bottom of the float bowl is working as this will shut the fuel off to the main jet, remove it, now switch the ignition on, the needle should retract fully into the housing, failing that there has to be some dirt in the jets, perhaps you could get the carb sonic cleaned this should help to unclog any jet orafices

Error 45 means the lift moving in wrong direction.The lift control system has detected that the lift is moving in the opposite direction of the issued lift command. There are two possible causes they are,

1- Lift Motor hysteresis.

This error would typically happen when the lift was already in motion (typically downward) when a lift command in the opposite direction (lift up) was issued. Some motors exhibited a very long turn around time and the lift motor would still be moving in the original direction (downward) while the control system was attempting to move the lift in the opposite direction. If the error 45 condition is persistent, replace the lift motor.

2 - Bad lower PCA

This is a very rare condition, if the lift moves in the opposite direction of the issued lift

command, replace the lower PCA

you know the accelerating arm?...well...it's connected to a spin-able metal cylinder that goes into the engine.....regulating that cylinder's connection to the arm can solve this problem..
-regulating procedure:::---
unscrew the nut that keeps the two connected...then.
1- if by (runs like ****) you mean too slow//...then.spin the cylinder to the direction that accelerates the engine(very slowly).
2- if you mean too fast them spin it to the opposite direction.
it's a dificult procces even for some experts.

try cleaning up the points in the magneto with some emery cloth.
