remove all the electrical wire connections from the back of the tv .remove the power plug from the electrical outlet and wait for two minutes and replug the wire and then ckeck.it should work.

Are the A/V cords plugged in correctly? Know that the wires and jacks are color coded and OUT should always go to IN and vice versa. Also check the cords and jacks for damage. This may solve your problem, let me know if it dosen't and I may have other solutions for you. Good luck to you!
Try replacing the eprom. If that somehow became corrupted due to HV surge or otherwise, you would have this symtom. The eprom contains information that basacally tells the HV circuit to turn on.
Most likely you have a bad flyback transformer and shorted horizontal output transistor. The whistling sound that you hear is the power supply telling you that it has a short in one of the circuits it powers. Most likely the circuit mentioned above.
