Under the seat towards the rear are two levers with finger loops. move them both to the engage/drive position shown in diagram provided on mower. This will power the wheels .

usually if the pins are pulled out that is the freewheel position. push them in to drive. if the trans locks in drive and it is hard to push it should be ready to mow. unless the drive belt is stretched or broken or a linkage is out of adjustment or broken.
you most likely have a module behind your battery... it's either bad or corrosion has taken it's toll and you will also need a wire harness ... and yes, when those go bad, you can't even move those things...
try forcing the wheel to move get the ztr rear off the ground and try turning the wheel if dont but pump sqeeled you have a bad check valve or pump is going out i say bad check vale rebuild it
Does it hum or make a binding noise when you push the lever? There are by-pass valves on the pump. If there is no noise then that's more than likely your problem. If you hear a soft grinding like sound at the wheel motor then it sounds like the motor is by-passing oil.
