Every time I try to make a phone call it says that phone calls aren't allowed. I have a Samsung phone and am unsure of the model. Anyways, there was a sympbol in the top-left part of my screen that has a phone symbol crossed out. I don't understand why this is happening, I have changed none of the usual settings at all.

I think that is because of your service provider. Try with a different valid SIM card.
SOURCE: how to deactivate call barring?
Hi there,
Go to Settings >>> Network services → Call barring. Clear all the call barrings that you have set.
Hope this helps
