most higher end integra's have a input level adjusment or input selection for each and every input. Perhaps you are not on the correct input, go to onscreen programming and check out the input level and input select - also try the tape in another input like tape 2 or cd. It will not hurt the receiver for a test. Also, if you are using the cheap cables from the manufacturer - try a pair of cables that you know work or go by some. BTW, you don't need to spend $40 for cables order them online through amazon or other store. Gold / sliver plated oxygen free are best.

your receiver is having a power problem. The power supply board is defective that's why the receiver won't power up. Its receiving power but it cannot transfer the current to the necessary part of the receiver because a capacitor, diode, etc may have been faulty. Until these bad components are replaced, the capacitor might not come on.
This may have occurred as a result of power surge/irregular power supply/excess power supply entering into the unit. This is usually common with receivers and electronics as a whole.
If you know about electronic repairers, I would suggest that you open the receiver and read the power board/panel with a meter, detect the bad component and replace it.
But f you don't know about electronic repairers, take the reciver to the nearest repairman to fix the fault for you.

NO sound at all? That would be odd as its internal FM receiver is independent of any user connections. I'd work on getting FM to work first, then move on to more complex issues. To reset the AV receiver to its factory defaults, turn it on and, while holding down the [Video 1] button, press the [Standby/On] button. "Clear" will appear on the display and the AV receiver will enter Standby mode.

As you have mensioned it should be power supply problem. You have to check the voltage regulators at it power supply satge. it should need a good electronics servicing skill to find out the exact problem. if you are not experienced in it, then i will prefer you to consult some one more experience in it for such a costly system.
