Most rebar locators have very easy to understand screens. There should be an indicator for when you are moving towards or away from the metal there will be a plus or minus sign. There should also be a depth indicator telling you how deep down the metal is. That is the basics, you when you find the points where the plus turns to minus in two directions go up and down making sure the depth is consistent this will tell you if its rebar or just scrap metal.

you can use a portable bandsaw to cut rebar, I find it to be the best solution when I can't take the rebar somewhere to cut it. But be careful if the metal is heavy it could fall and dent/damage the floor if you're working indoors of cause injury should it land on you.

What protective gear should I wear when cutting rebar?

Wear protective gloves because rebar tends to get really hot when you're cutting it, you should also be wearing clothing that you don't mind ruining and isn't too flamable because sparks will come flying off the rebar when you cut it. Make sure to wear eye and face protection as well as sturdy shoes. This is not a job for the flip-flops!

you can, but its not great for the teeth of the saw and it can get tiring. if you have any powersaws with metal cutting blades, that works best. if not, you can use the hacksaw but i hope you don't have too much rebar to cut

Electrical ground issue

Rebar in the ground may be okay for lightning protection but a big no no for electrical work. Rust on the rebar and lack of moisture in the ground (along with other factors) could make for a high resistance, useless, dangerous ground. A good ground has almost zero resistance. If parts of your body have a lower electrical resistance than your rebar setup, YOU will be the conductor! ZZZZZTTT!!!
