"The commercial DVD player specification requires that a player to be sold in a given place not play discs encoded for a different region".
If you don't live in Region 1 and you know most DVD's ARE Region 1, it would make sense that some care should be taken to buy DVD's compatible with YOUR region.
FOLLOW THESE INSTRUCTION IT WILL MAKE YOUR DVD FULLY MULTI REGIONAL

make sure to use lens cleaner to ensure DVD player is free of dust and dirt on laser lens
another cause would be that your DVD player is no multi-region or not region free, because many DVDs have region settings. in order to make your philips DVD player region free (can play all region DVDs) check link below:
1. Press PLAY from your remote control 2. Press the following button sequence: 1590 2379 390 3. Press PLAY again
This will release the region verification in your home theater (region free). However, some DVDs (multiregion in particular) will not play, since they require region detection from the player unit.
I've done this to my 3090 and been using it like this for 3 years.
With remote control and player stopped,
press setup, vol+, vol-, vol+, vol- Use arrow keys to select region 1-6 or 255 for all region.
Numbers appear on TV screen.
Press setup again to save and exit
1) Go to the Preference page in the Setup menu 2) Press 1 3 8 9 3 1 on the keypad of the RC. I had to hold each number down for 2 or 3 seconds. 3) Options will be available to be selected. Select 0 using up/down on remote. 4) Player is now region free.
The PET702 will be a region 5 machine, whereas the UK DVDs are region 2.
DVD players from a particular region are designed to play only DVDs from the same region, due to copyright and distribution rights in each country or region.
However the PET702 can have the region protection removed by making it multi-region:
Switch on the PET702 and Open the tray. Press SETUP button on the remote control, which will bring up the menu.
The screen will show: "Region Code: 2" Press [1-6] to manually set the region OR [0] for multi-region.
Press [SETUP] to exit
You will now be able to play DVDs from anywhere in the world.
This is particularly useful, because region 1 DVDs from the US often come out when the movies are still in the cinemas over here. Region 1 DVDs can be bought perfectly legally by mail order or from the internet.
