Check to be sure the buttonhole lever is in the up position and the presser foot is down. Check feed dogs to be sure they are in the up position.

A phone call to a Singer dealer to say you are interested to know which accessories are included with this model will solve the second issue, as to the manual, is the time spent not having one plus the savings you made on original purchase really not worth $15 ?
Sew4Less, or SewUSA may have one, but they will charge....if it is a recent model, the chances of finding a second hand one are remote, and eBay will have machine with manual.
Try the place where you bought it to be certain they don't have the old one kicking around in a dusty corner, or would photocopy one for you ...........a new machine ought to be sold with a manual.

When/Where did you buy the machine. Most machines these days only have a 90 warranty. Janome has a bit longer... then of course there's the warranty the seller may or may not sell you.
Personally? I would toss that Singer as far as I could then let the neighbor boys shoot at it. I'm sorry they just aren't made like they used to be and Singer is not well regarded by seamers anymore. Spend your $$$$ on a Janome or Babylock.
