A Canon Powershot SX150, with fogy spots? On all the pictues? or just on some you shot in certain light conditions?
Sometimes, specs of dust reflect sunlight and, be cats they are not in the plane of focus, the produce bury spots. that is normal. But is you see the same spots on the same places on every picture, you should check your lens or suspect the sensor. If the front lens in very dirty, you could clean this with special gear for the lens. Don't use paper, or just a cloth. Special fluids and lens cloth, or lens pen should be used, to void damage on he lens or its coating.

If you have another lens, switch it and take some shots of the sky. If the spot is gone, it probably was the lens that needs cleaning/servicing. However, it's more likely that there's dirt on your CCD. On your camera's menu, select mirror lockup/clean CCD (I can't remember the exact terminology but you get the idea).
After you select that, the mirror will stay up. Remove the lens and you'll see that the CCD is now exposed. Use a blower (don't use your mouth to blow as you will end up with spit in the camera) to clear out any dust/debris on the CCD. Don't touch the CCD.
Turn off the camera and you'll hear the mirror go back down. Re-attach your lens and try some shots.

The problem is that the lens has become stuck in the barrel
after dropping it, or particles being wedged in the barrel. There are some DIY solutions you could try, but the
probability is that you will have to get it fixed by a professional.
Use
these at own risk as it may further damage the camera.
Firstly ,
try connecting your ac adapter or usb cable.
Try holding the
shutter button while switching on the camera.
Look at the lens ,
and if some of the lens 'circles' is misaligned or not concentric then
try wiggling it (while holding camera lens down).
Try gently
pushing or pulling the lens when it extends but this is risky as it may
cause the lens barrel to slip out of its guidance system.
Another
way to do this is to place the camera lens down on a hard surface and
then power it up. Be sure to use a soft cloth or something similar as to
not scratch your lens or casing. Let the lens push the camera up and
down a few times and sometimes the little resistance provided by the
camera is enough to get things going again.
Try hitting your
camera near the lens on the body with the soft tissue on the palm of
your hand.
Other than that , I would take the camera to a repair
center for a evaluation to see if it would cost more to repair than to
replace the camera.
If it is still under warranty I would suggest
you take it in before trying any of these steps and remove any
off-brand batteries or accessories as some stores are really fussy about
warranty repairs on camera's with non-brand accessories.

ALTERNATE WAY TO TRANSFER PHOTOS AND VIDEOS TO A COMPUTER
If your photos and videos are stored on the memory card, then remove the memory card from the camera and insert it into an USB memory card reader. Connect this USB memory card reader and memory card into the USB port of your working computer. Your computer will see this as an USB Mass Storage Device or an external storage device; you can then open the folder on the memory card and copy the photos and to your computer. Memory card reader is a handy device and is inexpensive. You can copy photos from other cameras and you can also download photos off your memory card to someone else's computer without the need of installing any programs.
