Pony only runs with chocke 98% closed

My Pony has a 5 hp Briggs Model series 130200 to 131299 (Year 1982). Unit sat for many years with fuel in tank - cleaned tank and a friend says he soaked the carburator in solvent (do not know what solvent or how). Replaced the diaphragm - engine will run with choke about 98% closed. it is impossible to start without spraying starter fluid into the air intake and cannot control speed (runs full out). Can it be that the carb. is not completely cleaned or could there be other problems. Thank you - Paul

Most likely the carburetor jet is still clogged after sitting for years with fuel in it. Putting injector/carb cleaner in the fuel tank may help, but if not, the jet needs to be soaked some more -- or replaced.

Follow mixing proportions on the label for injector cleaner.

This a common problem after they have set up over the winter. Water has probably condensated in your gas tank and now it is in the gas line. The tank should be drained of old gas and the gas line to the carb should be removed from the tank and blown out with compressed air to remove all old gas/ water. Attach the gas line back to the tank and refill the tank with new fuel. This should take care of the problem. To avoid this next time, just fill your gas tank to the top at the end of the season and leave it full through the winter.

I also was having issues with an old 5 horse Troy Built tiller that would fire when gas was in the tank then stop running. If it's a Briggs and Stratton engine like the one I have it's probably you can remove the muffler to gain access to the side of the carb. Remove the four screws and the cover off the fuel pump diphram and check to make sure that the rubber isn't cracked or degraded. I replaced the one I had and it now runs like a champ.

Check the fuel for a presence of water. I'm sure there was a recall notice on the gasket on top of the fuel tank where the sending unit mounts. My YJ sat for a year and had water in the tank from this leaking. Drain and drop the tank, replace the gasket, and reinstall.

Gas tank leak

The gas tank would go with the engine. Find the engine number (Briggs & Stratton?, Kohler? ) You can order it online from Briggs & Stratton parts, or like Jack's small engine, or your local mower parts supply. Common poblem with these plastic tanks.

26 hp briggs it is firing and full of fresh gas but wont start.

Well you didn't indicate what its mounted on but the basics are: spark and fuel. Pull a spark plug and make sure you get spark. If you do then it must be fuel. You can try a shot of starting fluid (small amont) into the carb, if it runs on that you know you have a fuel problem. Be sure the carb is getting fuel from the tank. Clean the carb. Maybe a carb kit. With today's fuel, you must take care of your fuel system. Use Sta-bil year round. Fuel can go bad in 60 days.

Ok I haven't worked on this exact model before but Im curious if the engine runs?
It sounds to me like a fuel pump that uses crankcase pulses to pump the fuel. It is very common way to pump fuel but usually the pump portion is in the carb and not the fuel line.
If it were attached to the intake Id say it was a crankcase breather.
