Make sure that both radios are using the same Interference Eliminator Code. The situation you describe sounds like one radio has a Interfernce Eliminator Code activated and the other radio does not.
To access the Interfence Eliminator Code setting on this radio press and hold the MENU button until the code starts to flash, then use the + or - keys to adjust the setting and press the PTT to save it.

The icon you are describing is the "roger beep" icon. It would not be the reason your radio is not transmitting. Most likely your programming has been changed. Roger Beep/Talk Confirmation Tone
When you turn on this feature, your two-way radio transmits a unique tone when you
finish transmitting. It’s like saying “Roger” or “Over” and lets others know you’re
finished talking.
• To enable Roger Beep/Talk Confirmation Tone, press and hold + (plus button) as you turn
your radio On. Now, when you release the PTT button, your set tone lets your
friends know you’re finished talking and will appear on the display.
• To disable the Talk Confirmation Tone feature, turn your radio Off and then back
On while pressing and holding the + (plus) button.

1) Clean all your battery contacts with a pencil eraser. This includes the contacts on the charger (if a drop-in style), battery and the radio.
2) Check your battery date code. It is a 4 digit number on the white portion of your battery. The first two numbers are the year, followed by the week of the year. (Example: 0946 would be 2009 the 46th week.) Your battery pack should be less than 2 years old to work correctly.
3) Check to see you are using the correct charger. The XTN style charger should have a white label on the cord indicating it is for the XTN radio.
You most likely have batteries which are failing or shorted out. It would be advisable to remove them from the radio and replace them with new batteries. Continued charging of shorted/bad batteries will damage your radio.
