A REPAIRMAN SAID THAT IT WAS TUBES RUNNING UP AND DOWN THE BACK OF THE COOLER...THE ELECTRIC SHUT OFF FROM A POWER OUTAGE. AND IT HASN'T WORKED SINCE THE TUBES ARE ON THE INSIDE HE SAID. HE SAID TO BUY A NEW COOLER. IS THIS NOT REPAIRABLE
If you have a blocked capillary tube that had nothing to do with a power outage. You could get this if the condenser got EXTREMELY dirty. The cap tube runs up through the wall this is true but I have run external line sets up the back wall to bypass this sort of problem. You have to know where to drill so as not to hit the old line set or the electrical wiring which is also in the wall.

YES, EVERYTHING IS RUNNING. ALL FANS AND THE COMPRESSOR.
You need to do a amp draw on the compressor and get a hi side lo side pressure reading.
even though I'm not exactly clear on what the tech told you, "jumptrout51" is right. The tech seems to be full of "Hot Air". Give more info and I believe we can get it back going.

There are 2 refrigerant lines from the compressor to the evaporator coil. They are most likely OK.
Is the compressor and compressor fan motor running?
Are the evaporator fans running?
