An issue with the battery may lead to the charger not detecting, nor attempting to charge the battery. I've solved this in the past by leaving things on charge for an extended period of time (sometimes days at a time, but with frequent checks that it's not getting too hot), but your mileage may vary.
Worst case scenario, you may need a new battery or a new charger. You can buy cheap replacement chargers from China for under 10 dollars, but a battery may set you back more. I suggest buying a genuine Dyson battery if you can; a charger isn't as important to remain genuine.
Definitely look into whether you're still covered by warranty, as I know Dyson offer some pretty hefty after sales support these days (some 5+ years). If you are, give them a call and see if they can help.

There are possible reasons why your Dyson unit flashes a red light. If the red light flashes with the machine in the charger, the battery may be outside of its temperature range. Remove the battery from the charger and leave at room temperature until the red light no longer flashes when placed in the charger. Also, ensure that the filter is correctly positioned within the main body, with the metal sensor in the bottom left-hand corner facing the main body. If you have your receipt, check with Ryobi to see if it is still under warranty. It comes with either a 2 or 3 year warranty, depending on when it was purchased. If it is still covered, get it replaced/repaired. If it is not, buy the P117 charger. $30 at Home Depot. It has a 90 day satisfaction guarantee. If it charges your batteries properly, you're good. If not, bring it back if you don't like/want it. My P113 won't get out of test mode now, or charge Lithium batteries anymore. So I bought the P117 yesterday. Works great, and it's a lot cheaper than new batteries! And it has a 3 year warranty.

You can buy a second hand one on the internet for parts or contact the company if you still have a warranty, perhaps they can replace the whole thing or return the whole thing if you still have a receipt.
Have you checked the lint screen? Your brushes are air driven if it's a Hoover Spin Scrub.
There is a clear cover on the left side, when facinf from front. Remove this cover, about 3x5 inches and tapered, and clean the screen. Some units have a red or white screen that you can pull out from the bottom of the unit, left side just behind the brush block. Clean the screen then reinstall. Check that recovery tank is properly positioned- lack of seal means less suction which translates to brush block not turning.
