There is a relay that latches a few seconds after each switch ON. It is normal, that the sound of the relay come out from the TV. If there is any fault either to main power regulator board, or with other boards which get feed from this power board has any shorted component/s, this relay won't latch up.
Your TV has some fault with its power supply regulator section. Just visit the site 'Electro-help'. Try this link and select the site. There are details about Plasma tV faults. Pull up older posts there.
Anyway, if power supply board is found faulty, it will be best to replace this board, as card basis, rather than making "surgery" to it; especially to Plasma TVs/
It works just like a normal circuit breaker with one additional function. A shunt-trip breaker also has a built-in magnetic coil that can be energized externally to trip the breaker.
So what is wired to the shunt that is not letting the breaker reset?
