download a password unlock disc and set your bios to boot using your cd drive and follow the instructions.

Go to dell.com and call them they usually have a support number 800 and ask them what it is along with the service tag number to identify your product they will assist you with this. Or go there and type in the service tag number and see what info they have on password authentication passwords. Frankly it is rather a stupid system to have their customers have to go through this, look in the manual as well. Now that I did read the post better I see that it was used when you purchased this dell.
More than likely if you have a way of contacting the owner of this Notebook they should have told you about the password lock when starting the Notebook. If you can do that then do it and remove it and place your own one if you so desire. If you cannot get a hold of the seller again. Then I would install a fresh operating system in it again and that way any junk or stuff installed on the old owners computer is gone and this will make it completely yours.
That is what I do with every computer I purchase as a standard procedure for all my computers. This will remove the password automatically. Just a suggestion skip the hassle and install your own goodies.
