Hello, the lights ( buttons ) can be programmed on each phone according to the users need. To program a button press PROGRAM and then the button you want to assign. Now press 1 followed by the extension number you want to assign to the button. Press AUTO DIAL / STORE to save your changes. Press PROGRAM to exit program mode. NB - Be sure not to program all buttons as extensions. Leave some buttons for CO lines, otherwise you won't be able to phone out. Thank you

If the line button is lit then something within the system has picked it up. If the phone is a multiline set, the line 1 light on the set that is using the line will show green. The line could also be held by either a cordless phone on the system or the voicemail system. The easiest way to clear the line (if the held set isn't apparent) would be to cycle down the power to the phone system for a moment. That will clear the line if its held by the voicemail
The line that stays lit for line 2 is just the way it is.. not a problem. If you only have one phone line and a two line phone you will always have the one (non working line 2 ) lit.
Have you replaced the cord to the handset? Many times it is a bad cord that causes static.
You need to enter program mode. go into MB 4-12 for your port number and remove line keys 3 and 4 from your phone. You should also remove the 2 dead lines from the trunk group so no one can access them. 3-03. ldtsnj.com
I think that just means that you do not have a 2-line connection to the phone. Either your cord is a 1-line cord or your 2-line cord is plugged into the wrong jack on the back of the phone,
Here are a couple of things to try. First is to disconnect the base and install a regular two line phone to verify that line 2 is ok at that jack. Also on Panasonics website, when you unboxed and installed that unit, there was a cord that had green plugs on it. That was a 4 conductor cord. If somebody changed that out to a 2 conductor, it could cause this. Also it could be a defective cord. If you have another 4 conducter cord from the wired phones, swap it out. Make sure on the base, on the back, that it is plugged in to the correct plug, marked line 1/2. Basically if a regular 2 line phone works, it is possible that the unit is defective. Also maybe unplugging the base from power and resetting that may fix it also.
If that does not help here is Panasonics number.

First, it is normal for the line 1 light to quickly flash once every hour or so while it scans all of the phones. If the light is staying on though then this is a problem.
Look at all of the phones. All will show a RED light except for one that will have a GREEN light lit up for line 1. The green lighted on line 1 means that this is the phone that believes it has the right to use the line. When one phone uses the line all of the others are given a signal through a sub carrier of line one to light up in the color red.
I would suspect that the problem phone is a wall phone unit. This is because the switch on this phone is fighting the weight of the receiver versus gravity. There is not much tolerance in these switches as you will notice if you gently put your finger on the receiver at the top of a wall hanging phone.
If it is a wall phone unit causing this problem you can do 1 of 3 things. 1- you can switch this phone to a desktop so gravity is not working against you but for you. 2 - you can put an ugly looking spacer on the button so it pushes in farther. 3- you can try to perform inside surgery on the phone to adjust the tension of the spring on this button.
I suspect someone disabled lines 3 and 4 on these phones.
To re-enable these lines:
1. Press PROGRAM 2. Press * 3. Press #. 4. Enter one digit on the keypad for the line number. 2=L2 3=L3 4=L4 5. Press 0 to turn the line off, or 1 to turn the line on. 6. Press Trnsfer. You will hear a confirmation ring if you entered the data correctly.
Alternately, you may have only plugged the line into the L1/L2 jack on the back. This phone does not take a 4-line jack, but instead takes two 2-line jacks.
No ringer could well be a setting and light on 2nd line means their is No 2nd line and most 2 to 4 lines phones at least require 2 active lines for the system to work correctly
If you are sure that both cords are good (use another phone to test), make sure the Speaker button light is off. If both lines stay lit up when the phone is on the hook, your phones has problems. Can't help you there.
