Either the bottom element is defective or the wiring to it is not hooked up properly so it gets power and does its job ala the top element.
OR the control that is responsible for having power delivered to both elements is only sending power to the top element. Make sure you are not using the broil setting since that only activates the top burner.
As a general rule, when you change an oven element, you should change the thermostat as well as the element failing can sometimes take out the thermostat as well. (Info. courtesy of a NEFF engineer many years ago as they always change both if an element fails).
If you haven't done so, I would suspect the thermostat.
