You shouldn't have replaced 30 amp fuses with 40 amp fuses. The 30 amp fuses were in there for a reason. You'll probably find that if you put the correct sized fuses in then it will work. If it doesn't then you have burnt out or melted something and it will need repairing.

9 amps is approx. correct. Does magnatron make an odd sound when running? If not, you will need to discharge cap then clean terminals with alcahol. Replace diode as well. Should run correctly.If blows again, replace magnatron. Suggest you put a 12 amp fast blow fuse in circuit and nor a 20 fuse.If you dont have a grill or an oven, use a 10 amp fuse.

Look for a blown fuse or bad relay for the a/c in the front fuse box. If replacing fuse and it blows again, then there is a short circuit on the load side of the fuse which goes to the a/c compressor clutch. If fuse ok, try another relay to replace the possible bad a/c unit. The engine computer controls this relay. It also receives air temperature sensor reading from cold air path.

The reason why fuses blow is that the current is too much. Is the fuse rating according to the specs ? If yes then ... One or more output power transistor (or audio power IC) may be shorted. have it checked before replacing another fuse as this might cause more damage.
