Check in settings, notifications if Viber is allowed to send notifications. Also, check Viber settings for that too.
Besides that, 95% of android phone have this problem with Viber simply because Viber isnt really fully optimised unlike the IOS version.
I dont use Viber myself, I can only suggest few things:
*check online to ensure your tablet is supported by Viber ( compatible to run that Apps) I know some phone wont work with the apps.
* check your viber to see your setting has "anyone" or "contacts only" this latter one means you can not receive call from people that is not on your phone book listing.
* try to see your volume is on inside the device setting (the audio).
