Are you priming the water lines before you switch on the power?
i.e. with power OFF, hook up hose and turn hose on (doesn't need to have much hose pressure), then take your spray gun or attachment and pull the trigger and allow water to flow through the system (at hose pressure obviously). You might need to gravity feed it if its not flowing through...

But you will generally only get pressure once all the air is removed from the lines and the pump is pushing water only... Once you have water flow and lines are primed, switch on pump and see if that solves it.

You've hit the nail on the head.The float,needle and seat are stuck wide open.Once the carburetor bowl is full of fuel the float rises up on top which pushes the needle back into the seat shutting of the flow of fuel.As the engine consumes that fuel the float drops and opens the needle and seat filling the bowl and shutting off the fuel again.Things that cause this process to not work are:forgetting to empty or run out the fuel before storing it for the winter.Sediment buildup in the bowl.Mineral deposits in the needle and seat.
Not emptying out the carb can leave water in the bowl which freezes,crushing the float.It also promotes sediment buildup and mineral deposits.The float when crushed or cracked will not float,nor shut off fuel.Sediment takes away capacity of fuel in the bowl,very necessary for wide open throttle.Mineral deposits build up to the point that the needle and seat can't make a good seal so fuel will continue into the carburetor.

To repair,take the nut off the bottom of the carburetor bowl.There are the float and needle and seat assemblies.All three need to be replaced,$10 max.After you get the parts replace one piece at a time so you can see how they go together.Next replace the spark plug, engine oil and air cleaner.They are fuel fouled and even if you could get the engine started will only add more damage to your engine.BEFORE you put the new plug in cycle the engine by pulling the starting cord a few times to get rid of the excess fuel.When there's now more fuel in the cylinder replace the plug,filter and oil.
That's it!Take your time and you can do it just fine.Re-post if you have any more troubles.

The nozzle on the end of the spray wand has a very small hole in it that can be easily clogged by any sort of debris that comes through the water supply.If the nozzle can be removed, just take a pin & clear the hole from the outside & rinse it off. If the nozzle can't be removed, then take the wand apart at the connector in the middle and do the same thing.

Change Pump Oil
1. Drain engine oil and fuel from pressure washer
2. Use an 8 mm allen wrench to remove black pump oil cap between high pressure outlet and garden hose inlet.
3. Tiltl pressure washer to drain oil into an approved container until it drips slowly from pump.
4.Tilt pressure washer in opposite direction and empty premeasured pump oil bottle into same opening (a small funnel may be helpful) [THIS IS WHAT THE MANUAL SAYS-NOT CLEARLY WRITTEN IN MY OPINION OR WRITTEN BY SOMEONE FOR WHOM ENGLISH IS A SECOND LANGUAGE]
5. Install black pump oil cap and tighten firmly.
6. Set pressure washer in upright position. Add fuel and engine oil.

From the engine manual use synthetic 5w-30, 10w-30 from -20 degrees F to temperature of 100 degrees F.
Change oil after 5 hours of operation initially. Before tipping to drain oil, remove fuel from fuel tank by running until tank is empty. Remove oil cap and dipstick and tip engine. Keep spark plug side up. Or remove drain plug from the bottom of pressure washer with a ratchet and square extension and drain oil from bottom. (fuel does not have to be removed)

the oil in the pump is filled during assembly so it doesn't have a nice pair of fill and drain plugs

What type of oil do I use for the 2550PSI pressure washer engine and how do I change the oil completely?

To empty the oil you tip it over on it's side. The type of oil to use is car oil and depends on the temperature where you live. The manual is available at http://staging.us.kohler.spectracom.com/pdf/owners_manual/101%5C020273_0_om-Domestic.pdf and on page 18 it tells you the type of oil for different temperatures.

I do like to know if this washer is good enough for my business as a used car dealer? Briggs & Stratton Murray 020456 2400 PSI 20 GPM 190cc Briggs Stratton

We power washed houses for years with a 2400psi machine. The machine weighed about 90 pounds. 1 strong man could pick up the weight, but usually it took 2 men to unload it from the trailer.

A small machine can advertise 2400 psi ... but that is for 3 square inches at a time. The heavier machine shoots a 10" or wider swath of 2400psi.

We ran our machine twice a week for years. We had a honda engine. I'm sure the briggs engine is good. I wouldn't buy a used machine... unless the price was low and it started on first pull. Electric starter on your power washer might be a repair-waiting-to-happen because it is constantly exposed to water and dirt.

Oil

Remember when your searching for something you can't find the internet is always your best bet. You should also use a good search engine; www.bing.com is one of the best search engines I have ever used. I searched some stores that have the oil your looking for, one online store is www.amazon.com and if you have one near you and they also carry it at Sears. The grade of the oil is definitely weird, 75W90. Also if you would like to look for other stores that carry it go to Bing and type "Briggs & Stratton Pressure Washer Oil" into the search bar.

Type of oil to use

I worked at a tool rental center while attending college and learned all about a variety of tools. We used hydraulic oil with anti-wear and rust inhibitor additives in our pressure pumps. Check at you local auto parts for this type of oil.
