If you are looking for the instruction card that goes under the glass you can download it from Stern's website (www.sternpinball.com). You can also get software updates and the manual for the game. The newer manuals aren't the best quality but readable.

Make sure there is the proper number of balls in the trough. If so remove them and go to the test switches in the diagnostics menu. Test the trough switches one at a time.

This means the game does not find the balls in the machine. First look all over the play field and see if a ball is caught someplace. If so, remove the glass and get it out so it will drain. If you cannot find it, see how many balls are in the ball return trough and if it the correct number. If it is the right number, then one of the switched is probably going bad in the trough. Without the name of the game, I cannot tell you if it is a micro switch or an opto switch in the trough.

The reason for this behavior (constantly running but not starting the game) is that the machine is trying to reset to score reels to zero. They may actually go to zero but the switch that tells the machine that they are in the zero position is either dirty or out of adjustment.
It is a very common problem with electromechanical pinball machines. The switches are located on the score reels in the backbox.

I would start by pulling the cord out of the socket for a few seconds before replacing it. Sometimes pinball machines need a little reset and that should do the trick.
