Either the throttle trim on your radio is set too high and it is not closing the carburetor to the idle position or it is closing all the way but your idle adjustment screw is holding the carb open too much. They only need to be open just a sliver. If that still doesn't solve it your low speed needle is set to lean. Find the factory needle settings for the engine and reset the needles the those positions.

You need to get the motor tuned. I would take to local hobby shop to have them help tune. I do not know where you are located so I can not recommend one. But your local shop should help you out at no charge. If I have motor make and size I can get you the tuning specks. If you want been in RC for 20 years now willing to help.
