no details of the start presented by you , tell all that it did right and wrong both !
tell the helper if the screen is 100% black and devoid of text
or compaq,hp logo's
here are some simple steps.
take out the main battery. and run on AC pack only !!!
do you get screens of words text ,logos are windows
showing startup or login screens,. ever.???

Press F8 while starting up if you get screen select safe mode then if the computer starts; go to Start->All Programs->Accessories->system tools->System restore.
If works good, if not then call tech support. Also call tech support if computer not starting up in safe mode

The notebook model you have is shipped with the Synaptics touchpad driver. Please follow the below steps to enable scrolling features:
1. Open Control panel -> click on Mouse . It will display Mouse Properties dialog box.
2. Under Mouse properties Window click the Device Settings tab
3. Click on Device Settings -> Settings button. This will display the Properties for Synaptics TouchPad on PS/2 port.
4. Follow the steps below to enable the Tapping Feature :
Highlight Tapping in the Left hand side , and Check the Enable tapping in the Right hand box .
5. Follow the steps below to enable Scroll feature:
Highlight Virtual Scrolling in the Left hand side and Check both the boxes in the right hand side.
6. Click OK .
Alternatively you can anble scrolling by reinstalling touchpad driver.

You will need to buy a new battery, there is no way old one will be OK. To see if it works, remove battery, and use wall adapter ONLY, PC should work fine. If not maybe Flat CMOS, replace, If replace and still NO go.must be bad motherboard (maybe try charge battery 5 hours left alone)

The laptop really only needs a motherboard and the switch located above your keyboard to turn on, of course powers required, My point being that it is more then likely your motherboard is fried or if theres any visible water damage, the switch above the keyboard works off a ribbon connect which has a pretty slim chance of becoming disconnected but you could check. If your the lucky guy you may just have a faulty charger or the dc input may have failed. Hope this helps
