Get a laser lens cleaner - the kind with optical quality brushes built in to the disk. If that doesn't do it, it's a more serious hardware issue and will require service or replacement.

CD Has a hard time loading. Staticy sound and skips

This is a sign that the optics are dirty of out of alignment. The static noise comes from digital dropout or a problem with the D/A converter IC. Try cleaning the lens first using a cotton swab and alcohol. If that fails to resolve the problem, update this and confirm you rmodel number. I will then check for the cost of replacement optics and D/A converters.

Try a disk lowering your write speed, for when you burn. If your speed rating on your disks is 40x then try burniong at 1/2 the speed, I generally have a rule to only burn at half the maximum speed.

Skipping

i have the same problem there but i no how to solve it....
its not hard just go any buy new good quality cds i found that sony work very well with the axis 9s and when your making new cds from widows media player just turn the burn speed down to med speed an best quality you do this by going on the littel drop down menu underneath burn go to more options then it will say burn speed change to med go onto the bottem slider and put that in the middel an it works like a dream
