It sounds to me that you have a defective regulator valve assembly.
This is not a trivial problem. It should be repaired and NOT used until it is repaired.
The emergency relief valve is there for a reason --- to prevent an explosion of the pressure vessel if the regulator does not shut it off.
This is not a do-it-yourself type of repair. A machine shop, or even a welding shop could probably do this repair for you.
If the compressor is an older one or a low value compressor, deep six it and get a new one.
