You need to go farther than the lens glass. The dust is actually on the photo board itself. I'm assuming that the problem is on the bottom scanning side. You will need to dis assemble the scanner to remove the scanning unit. This can be done by remove the back, the sides, and the two front pieces. Once inside remove the silver metal cover over the rollers. This will help you get the actually scanning equipment out. Remove the black scanning unit behind the silver metal cover.
Make sure to ground yourself before continuing or you could short the boards. Under the lens glass there are three boards. Two are visible. One is white, long and skinny. On the backside one is green. The one you need to get to is hidden between the black piece, and silver metal piece. There should be 6 screws that you will need to remove first. Very gently pry the plastic from the metal. The problem that you are looking for is there. Wipe the photo cells with an alcohol swab, and you should be good to go.
I too followed the advice of Cdubyuh. Inside the lower reader unit it was filthy with the white paper dust. You have to be very careful in disassembling the reader unit because mine had a few glue spots. It took some very careful prying to get it to snap apart without flexing too much the circuit boards. The white circuit board is ceramic, not fiberglass so extra care was needed. I fixed a used scanner I bought (which was "no returns") and saved myself from a disappointing purchase with this advice.
The lower reading unit is damaged. On the canon 3080cII and 3080c this is a notorious problem. It can happen just after prolonged usage but usually happens more often because staples left in scan jobs fall into this part. You can replace the part in about 10 minutes and order it from http://www.copierpartsexpress.com/product_info.php?products_id=245099 for $488.12 plus shipping.... expensive...yes but better than buying another 3080cII for $2200-2800.

If the first line of the half printed matter is in the same possition as on original problem with toner cartridge. or the first line is actually the first
line in original may be the problem with formater board. Anyway check for paper settings.
You can delete a blank page in a Word document by deleting the page break at the end of the page. You can also combine two pages by deleting the page break between them.
Make sure you're in normal view (on the View menu, click Normal). If nonprinting characters, such as paragraph markers , are not visible, click Show/Hide on the Standard toolbar, and then do one of the following:
To delete a page manually, select the page break at the end of the page, and then press DELETE.
To delete a blank page at the end of the document, select the page break or any paragraph markers at the end of the document, and then press DELETE.
To delete a page break placed before a specific paragraph, click the paragraph, and then on the Format menu, click Paragraph, click the Line and Page Breaks tab, and then clear the Page break before check box.

Printer problems can be a real hassle.
From time to time, due to document layout or settings on
your computer, in your software of choice, or even on your printer, a blank
page may get "printed" with the rest of your document.
Fortunately, this issue is a simple one to troubleshoot.
Click "Print Preview" when you are finished with
your document and ready to print.
Observe your document.
If you see an extra, blank page, you have
created a second page.
To delete the second page, close Print
Preview, go back into the document and eliminate any blank lines in your
documents that you may not need.
You may also find an inadvertent page break at
the end of your document.
Place your cursor on its symbol and delete it.
Locate the symbol by clicking on the Show
Formatting paragraph icon in the toolbar.
Circumvent this "ghost page" if you do
not see a second (or additional) blank page in Print Preview.
Specify the number of pages you wish to print,
within the Print dialogue box.
This is typically done by selecting the
"Print From" option, then entering the page numbers desired.
If your document happens to be ten pages
(without, of course, that final blank page), then enter in the "Print
From" field the numbers "1-10".
This will print only pages 1 through 10,
without an eleventh (blank) page.
A second line isn't needed, this wouldn't cause blank pages to be printed. This could cause fax's not to be received if the line is in use. There could be 2 causes of blank fax's. Either the obvious which is the person sending the fax is faxing the document the wrong way up. Or the fax board on your copier has a malfunction. Because of the copier's age, this seems likely, although i hope not. hope this helps.
Please check the blank page skip adjustment in the settings option. You may also refer to the TWAIN driver and ScandAll Pro application(if using) help guide for details.
We have the same problem where I work. We use a black texta and draw a line down the middle of the page. This gives the scanner a point to pick up apart from the minimal text at the top. However, this will only work if you are happy to have a line on your scanned document!
Thank you, but we have tried that, we actually took the whole thing apart and cleaned everything and blow it out with air and it is still there....
