It makes electrical buzzing noise when you press the start button. ... For us, this only happens when we play "Lego Star Wars III: The Clone Wars". The Wii freezes up and the controller shakes, vibrates and buzzes. I can take the batteries out of the controller and that stops the shaking, vibrating and buzzing, but the wii is frozen until it's reset (unplugged from the wall in our case).
We've had the Wii for about three years and this is the first time it has ever done this. We play a lot of other games and have never seen this.
So I believe it's either a software bug in the Lego game or it's a software bug in the Wii Operating System.

I have exactly the same problem. The vibrating sound happens when the camera is turned-on or off.
It looks like the camera is auto-deploying the anti-dust functionality and the vibration tries to shake-off the dust on the sensor.
But I tried cleaning up the insides.. no luck.
Would appreciate any tips on resolving this issue..

seems the the motor is ****! avoid switching it more further to prevent its motor from burning! motor could be stuck due to rust build-up. or something might have jammed along the motor area or along the rotating part.
the loud buzzing noise isnt the xbox its the powerbox the one tht you plug the power cord into b4 u plug it into the back of the xbox when the buzzing happened to me i just shook it and it went away
