Install a brand new needle and confirm it is installed facing the correct direction. If it still will not pull up the bobbin, the machine may be out of time. Search for sewing machine timing or take it for service.

have you contacted the company you bought the sewing machine from to tell them the power cord was not in the box?
you should not have to buy a power cord they should supply you with one.
