After you start your computer and the initial computer system display dissappears (before Windows begins) repeatedly pressing the F8 (I believe) should take you to a Multi-Boot selection screen. At that point you should see several selections for booting your system (ie. Safe Mode, Repair Windows, etc) I would select the "Repair Windows" option for the Automatic Repair. Have you checked with Dell if your computer is upgradeable to windows 7 or not? It could be a hardware issue or a driver issue as well. Have you tried restarting the computer into the safe mode after the Windows 7 installation? If not then try that, because if its able to restart in that mode then its definitely a driver issue, else a hardware issue.
