After you start your computer and the initial computer system display dissappears (before Windows begins) repeatedly pressing the F8 (I believe) should take you to a Multi-Boot selection screen. At that point you should see several selections for booting your system (ie. Safe Mode, Repair Windows, etc) I would select the "Repair Windows" option for the Automatic Repair. Have you checked with Dell if your computer is upgradeable to windows 7 or not? It could be a hardware issue or a driver issue as well. Have you tried restarting the computer into the safe mode after the Windows 7 installation? If not then try that, because if its able to restart in that mode then its definitely a driver issue, else a hardware issue.

You are in a bit of a bind, I know. I wish there was good news but Hirens will not work on a Windows 8 partition that I know of.

I have a Dell Inspiron One 2020 how do I view and SD card

This pc has an 8-1 card reader so you should be able to read your SD card unless it is bad. Does windows at least senses that something was inserted? if so you might need some software to read the card.

Cap lock download

Some Keyboards have the option to display capslock on screen. To check if you can, try this
  1. Open Control Panel. In Windows 8 you can access it by right clicking the bottom left of your screen, and clicking Control Panel.
  2. Double click Keyboard. The Keyboard settings panel should pop up.
  3. If you see a Keyboard Settings tab near the top of the panel, click it, and see if there is an option to display Capslock on screen.

You can try this 3rd Party software :
CAPSLOCK Notifier 1 1

Alternatively, Dell provides a driver to display capslock on screen, however it is for a different keyboard model, so I am not sure if it will work with yours.

How do I get into safe mode on a Dell Inspiron 531. PF 8 doesn't do it?I can only get into Setup with PF2. Otherwise the boot up only goes to the DELL screen and hangs there.

You cant get in safe mode because the PC hangs before windows ever try to start.

Try to press F8 multiple times but right after the Dell screen.
Some computer don't like that you press F8 while the bios is loading and just hangs there, maybe its your case.
