I've got the same problem. All other functionality is fine, however I can't turn the unit off once I've turned it on. I can use the power button to adjust volume, just not turn it off, so I have to unplug it to get it to turn off.
The radio and BCM needs read for codes. No reason for the radio not to work after a FOB program. Just a guess, but if the battery power was to low, radio is locked out.
Check wiring and see if power source is to wrong lead, usually the constant power wire would be wired to the clock or auto antenna. The poer source for turning the radio on should be wired to the power source that is tied to the ignition, so when you turn your key off the power will be off as well.
If your radio has anti-theft system you will have to go to the dealer and get the accss code to reactivate the radio if you dont have the code already. GM vehicles with anti-theft radios will lock when power is lost to the system if the radio is not turned off prior to battery disconnect or dying.
