take it up with the Samsung head office or get a lawyer involved
company admitted faults are covered by warranty regardless of the period and you do not pay for anything

first of all, you need to buy new screen, then you need to either look the instructions up online to fixing it, or hire someone. the cost of the screen will be anywhere from $5 to $15. if you hire someone it will cost more, i don't know how much more, sorry.
I have the same problem, and have sent mine back for them to repair it, as the screen is cracked, and also it selects things i dont touch.
They said they would charge £40 for repairing the screen and wouldnt exchange it as they said there is nothing wrong with the phone, and have had none others returned with the same fault.
and, froim what i can make out with phone sites, they do not even offer teh samsung F700 anymore, so there must be something wrong with the model.
