The second one goes near the cord and holds the tool in place.

it most likely damaged the brushes and armature in the motor. some units are not designed to be run at low rpm

fully submerse pump in bucket of water, tilt to get all air bubles out,(keep hose off) plug in and it should work fine

have a look at the motor brushes??? could be worn out
