Sounds like the unit has sat, and carb gum, Try draining the carb bowl and re-filling. There is a screw at the base of the bowl. Also make sure when cold choke is closed. And it opens fully after 3 minutes. Check battery voltage on choke coil.

The choke reduces the air flow into the carb. If you are having problems with the choke off, it means that not enough fuel is getting into the engine and it is running lean. When you choke it, the reduced air flow causes the mixture to be correct and it runs fine.
Full choke, stop switch on run. Pull rope handle 3-4 times or more until it "tries to start" (it will not start, but it will try to for a split second) move the choke lever to the half-choke position and without pulling the throttle, poll the rope handle until the engine fires and runs for 4-5 seconds then fully open the choke to the run position, let it warm up for 25-30 seconds (don't forget to let it cool down about 45-60 seconds before you turn it off!) and then proceed to use it.
Put fresh gas/oil mix (if it is a 2 cycle) in the tank.
Put the choke on. Push the primer bulb 3-6 times. Pull the cord until the engine sputters. Put the chock to 1/2 way, pull cord again. Should start and run a bit with choke set there, then in about 10 seconds, put the choke completely off.
Sounds as if the choke is not engaging correctly. It is most probably worn and does not close fully and by rocking it you manage to keep it shut. Just check it, without starting it and see how much play you have when it is on. Good Luck
this is down to fule shortage strip card and all fule pipes clean the tank on off tap and any filters fitted also check all the jets inside the carberetor blow out with comprest air,,,dont go pokeing wire into any jets!! that could wreck the jet, but its all down to fule shortage
