You have by mistake pressed num lock, check and press it again, and also you can check keyboard format from control pannel, set to your region settings.

Your keyboard has a short in it (or several shorts). I've seen this after getting liquid spilled on a keyboard. Best fix is to replace the keyboard. Readily available on Ebay and instructions easy to find on YouTube.
open the keyboard chasis . see if anything stuck under it . clean the surface . reinstall the chasis .
if this doesn't solve the problem , change the keyboard .
