The print cartridge in these printers utilizes a non-resettable chip. If you have purchased a refilled cartridge the seller should have replaced the chip. If you just bought toner you will need to source a chip, likely Ebay will be your best bet.
where the black line being left when after the drum or before the fuser THe hot part. make a copy and stop the machine so the paper is in the middle catch it before it goes into the hot part are the lines there? be careful the toner will not be fuse your hand will smear the toner, if the lines are there you need to replace the cleaning blade and maybe the drum and get the image unit that houses the drum might need to be cleaned.
if no lines then the fuser is putting the lines on the copy replace the upper and lower fuser rollers and cleaning roller next to the lower fuser roller.
Could be a bad drum unit. Is the new toner cartridge a refilled? Remanufactured? or Brand New Xerox brand toner? If it is refilled or remanufactured I would run some copies and give it a chance to clear. Sometimes they end up with too much toner in the Developer mix and can be overtoned which causes a general background over the whole page. They should clear up as you run copies, say within 100 pages. Also try manually lightening the copy with the exposure control on the operation panel. If lightening the copy clears all of the background then you need to have the optics cleaned. There are 4 mirrors under the large original glass that need to be cleaned. If all this fails then you are looking at either drum unit or a defective or out of balance toner/developer cartridge.

Yes, the machine will only make single copies if the toner light is on. Was the toner cart genuine Copystar? Or perhaps Kyocera cart? The machine is made by Kyocera and marketed under both name brands, however, the toner carts are different for both machines. I have seen many times that aftermarket carts will not always work properly.
You need to replace the waste toner bottle (packaged with a new toner cartridge) you can't just empty it. There is a photo sensor that "reads" through a window of the waste bottle. The sensor could be dirty. Clean the slits with a q-tip.
The drum unit may need to have the toner collection blade replaced. not the cleaning blade for the drum but the one below it that catches the toner cleaned off the drum. if this blade is old or damaged it losses its seal to the drum and drops tiny specks of toner onto the page.

Open the front door... on the right is your toner. It is a cartridge that inserts long-ways (front to rear) into the machine, and should be white or ivory in color. DO NOT remove the old toner cartridge without having a replacement on hand. The new cartridge will have a plastic "cover" on it that assists in releasing the toner cartridge locking tab, and "seal" the old cartridge as you remove it from the copier. The cartridge opening is face down upon installation into the machine, and you may get some spillage if you remove it without the cover. DO NOT remove the new cartridges mylar seal until AFTER you install it in the machine!!! There should be a picture label inside the front cover showing how to replace the cartridge. And there is a pictorial diagram on each new toner cartridge box also detailing this.
Use only MITA DC 1205/1255/1415/1435/1455 toner, OEM #MTA37041013. Should run you about $12-$14 per cartridge retail, or cheaper if shopping around (I sell them for $11.99). Do not use copystar brand for the same equipment. Although it's the same toner, the shape of the cartridge is slightly altered, and may not "fit" into the machine. I forget how it goes, either Copystar will work in Mita, and not the other way around, or vice-versa. Either way, better safe than sorry.
