Question edited for clarity, as I assume that you are talking about Blood Pressure and Heart Rate?
You can intentionally lower your blood pressure, and even easier to lower your heart rate.
You should always take best of three readings a couple of minutes apart. You should breathe deeply and relax. You blood pressure cuff should be level with the heart. If you are overweight, you should sit up straight as 'slumping' puts pressure on the heart.
Resting heart rate should be 72, but 60 to 100 is fine

if you are a tech in any aspect, try testing the power points Vs and Va voltages. If not present even with the other circuit boards disconnected the Vs is supposed to be 205v when disconnected like on my tv, it only had 12v and the Va which is supposed to read 56v was reading about 10v when the boards were connected (Y Buffers). With the boards disconnected the power supply will read high voltages, and when connected (try lower first, then try upper, then try together). If there is a voltage drop (significant) that particular board connected is the culprit. If the PSU doesn't read a large voltage like mentioned, try replacing the PSU first. ALL CYLINDER MUST BE WITHIN 5% OF THE HIGHEST READING, THE COMPRESSION SHOULD BE AROUND 165-170 PSI, SO IF THE HIGHEST CYLINDER IS 165 PSI THEN ANY CYLIMNDER THAT IS 5% LOWER THAN THAT READING HAS A PROBLEM.
Replace the battery. Then make sure that it is placed on the proper artery that it is supposed to be on. If your heart rate was 210 you would be in the hospital with a heart attack. And also the only person I know with a heart rate of 90 when running is Lance Armstrong. Your heart rate should be about 120 to 135 and it will just around in those areas but should never go higher
