Stephanie, could be a faulty charger or battery, try and borrow a friends charger if you can and try and see if it charges then you know your charger is bad, if it does not charge the your battery needs replaced.

That exclamation mark means the battery is bad or has a bad connection inside the device. If your battery is user-serviceable you could try removing the back of the device and checking the connection for corrosion or looseness. Depending on how old your device is, it just might be time for a new battery.
First way is from the Setting > Backup and restore.
Second way is with the Android System Recovery menu. Look at this video and the discriopton on it, how to do this operation.
