Sounds like the Float is either broken so it doesn't float and shut off the Needle Valve. More likely the carburetor is gummed up from a few month old ethanol gas and the Needle valve is stuck.
Write your Congressman and tell him to get rid of the Ethanol Gas law that is up for vote again. Ethanol is killing carburetors

This sounds like a float problem. The carbs have a fuel chamber each and the amount of fuel in the chambers is controlled by a plastic float and needle valve. Carb will require stripping and cleaning and float adjusted. Not a job for DIY i'm afraid

Bike floods its self constantly, i drain the carb bowls, it starts then floods after not even 1 minute of running....

The fuel is probably flooding due to trash in carb, remove the fuel bowl,clean float needle,clean jet and the orfaces in it.(if dirt is in it clean the rest of the fuel system to keep it from happening again.) Spray cleaner does good.

Does a GX240 Honda carb have mixing adjustments? It floods after running for 2-3 minutes then fouls the plug and stops. Thanks, Mike in SC

No, the only adjustment on the carb is the high/low idle. Check your engine gaskets for leaks using either water or carb cleaner, preferably carb cleaner. Otherwise just replace the carb, it's around 60 dollars.

Remove the fuel cap and try it. If the problem disappears, you need a new cap as the vent has become plugged up.

Brand new 24MM MIKUNI CARBURETOR that floods out the bowl...

Carb's can be cleaned, hope you didn't throw money away on a new one for dirt.
You may have dirt in the gas tank getting to the carb. If you can, remove the bowl drain, (At the bottom) and see if there is sediment in it.(dirt)
