if sloution 1 fails simply restore windows to an earlier point =D

Follow these instructions
A:- internet explorer
- click Tools
- Options
- Privacy, and then check the "Block pop-ups" option.
B:- Google chrome
Go to Chrome menu, then clicking Settings
- Show advanced settings
- Content settings, and then checking the "Do not allow any site to show pop-ups" option.

C: - Mozilla firefox
Navigate to Firefox
- Preferences
- Content, and then press the "Block pop-up windows" option.
If this didn't help you then simply get the Intel software partner Reginout to fix all the registry issues which causing popups

make an exception to Block Pop-up Windows area, go from Firefox menu > Preferences... to access the preferences window > Content panel > Block Pop-up Windows > click Exceptions > enter the site name > click Allow.

Enter the full URL of the site for which you want to allow popup windows.
Click the "Allow" button to add that site to your exceptions list.

Continue adding URLs as necessary until all of your exceptions have been added, then close the Allowed Sites window and the Options window.

go to setting left corner click enable chat notification,chat popup window will show ,click on chat window setting click chat online it will expand

try using different Browser like Google Chrome at www.google.com/chrome
or if you are using your Windows based default Browser then :-
Internet Explorer 9 (Settings) :- press Alt -> Tools -> Pop-up Blocker -> Change Settings (as you like)

But I strongly recommend you to use Skype at www.skype.com

pop up windows are nothing but html and javascript codes inserted into source code of webpage which will shoot these windows up when you activate those codes.
For example,popup windows are normally used to pop up ads when we access certain sites. This way they earn more money when you click on those popup windows.

in your internet the popup for attachments is blockd it means new window it wil open so it can be showd in left down corner to get your pop up window your attachemnts can be shown

Make sure that you have pop up blockers turned off, it should pop up a new window and ask you to type in a code in order to join chat.
