I have not heard of Woods 16ULD.
Woods timers sometimes have more than 1 model number for same timer, depending on who packaged and sold timer.
You posted under Woods plug-in timer with segments around edge of dial.

Rotate dial until current time lines up with arrowhead located on inner dial
Segments around outer edge of dial lift up.
Use fingernail, or small screwdriver to lift up segments when you want timer to turn OFF.
Leave segments down for times you want timer ON.
Slide switch located on top of timer is manual override.
Move switch to ON position when you want lights ON full time.
Move switch other direction for timer program to operate.
Timer dial rotates with passing time.
Program repeats each 24 hours.
Table lamp must be turned ON for timer to function.
If timer doesn't work, check receptacle for power, check that lamp is turned ON, and check that bulb is good.
