The Flash Charging icon keeps flashing an will not go off. Flash does not work as it is continuously charging
It could be the capacitor in the flash is defect, but it also could be your battery (batteries) are to low on voltage. ALthough when that happens the camera should switch of.
There could be all other kinds of defects, like oxidation of some contacts or a broken flat cable in the camera, But my guess is the capacitor does not charge to the correct voltage.

Are you sure you finalized the firmware upgrade procedure according to the instructions? This sounds a little like you pulled the plug a little too soon... Have you done it according to these instructions: http://www.olympusamerica.com/cpg_section/OMfirm.asp And kept the camera connected until the update was 100 % complete? If you did everything right, try reseting the camera - take the batteries out for the day, and see if it helps. if you're back to step one(the reason you did the upgrade), try the firmware upgrade again. If still it doesn't work contact olympus, and I hope you have a valid warranty. Good luck

it seems that the flash is not charging. the only way to fix is to show it to some repairer.

The problem you are describing is a problem with the flash charging indicator switch inside the camera. It seems to have failed and needs to be replaced. Following are the instructions to send your camera to Olympus for service.
