Sounds like you may have put it together wrong. I would just take the arm back off and make sure that it all fits together right. A little tip for you too. Dishwashers will clog up all the time with water deposits and food gunk. There are all those expensive cleaners out on the market but the best and cheapest way to clean them is with white vinegar. Simply pour it into the dishwasher when it is empty and run it on the pots and pans setting on hot. Always make sure to pre heat your water too by running the sink till it starts steaming. This will make it easier for your dishwasher to heat the water. If you don't, then when you turn on the dishwasher it starts to fill with cold water and has to heat it on its own. Run the vinegar though through it at least once a month or so and it will extend the life of the dishwasher. Hope this helps. If the spray arm is not binding due to worn out plastic bushings, then it could be a lack of water pressure, because it is water pressure which makes the arm turn.
Give it a gentle tap in a clockwise direction,,does it spin easily?
If it does,,then it will be lack of water pressure that will be the cause.
Possible pump wear or failure.

Hi,
There should be a plastic nut holding the spray arm. Remove the plastic nut and the spray arm should release.

take a tooth pick and clean the holes out of the lower spray arm and see if that helps
